An Even Playing Field
It isn't uncommon to see comments saying that racing isn't fair in GTA Online. However it is completely fair, everyone has opportunity to access what is needed to give themselves the best chances in racing. Though there is no shortcut to being a skilled driver, having and understanding the right tools to achieve victory is of immeasurable value.
Best Cars To Use
The following list is taken from the work of Broughy1322 and my own experience who can be found on YouTube and has compiled lap times on every single vehicle in GTA V. Please click here to go to a playlist of his videos that have produced a reliable ranking of every car in the game to share what is the fastest to use in each class to be competitive. Please note that this is based on how fast a car is around a track not top speed, top speed doesn't necessarily make a car faster around a track as it takes so long to reach it and so it isn't always possible to make use of it in a circuit race.

Supers:
Progen T20 - Fastest
Pegassi Osiris - Only slightly slower and can beat a T20 if used well - also you may find it easier to handle.
Pegassi Zentorno - Slower than both mentioned above, can beat if used very well but not recommended and a bit of a handful to control.
Sports:
Dewbauchee Massacro (Racecar) - Personally recommended, and doesn't need to be the racecar variant as the only difference is that it has a tiny bit more traction.
Annis Elegy RH8 - Is fastest on paper but requires a lot of skill to master and to be the fastest, seemingly difficult to handle.
Dinka Jester (Racecar) - Competitive and may be faster on tighter tracks with shorter straights, very easy to handle.
Muscles:
Vapid Dominator - The fastest muscle though it is one of the hardest to master and keep in control.
Imponte Dukes - I haven't used this in racing though it is a close second to the Dominator, I'm not sure if it has enough of an improvement in handling to use over the Dominator but each to their own preference.
Vapid Blade - Heavily regarded as a easily managed muscle, this may be ideal if you struggle to control the previously mentioned cars but want to stay on the pace.
Sports Classics:
Stirling GT - Very dominant of this class will only be beaten by the Z-Type if there was a race that was only straight for miles.
Sedans:
Shafter V12 (Armored) - Again simply no alternative completely dominant of this class.
Coupes:
Zion (Any variant) - Easy to handle and the fastest in this class.
Off-Roads
Sanchez - Fastest off road, so much quicker due to maneuverability and wheelie-ing ability giving good speed and acceleration.
Bifta - Fastest off road 4 wheeler.
SUVs
Huntley S - Fastest SUV around a track, a must have for SUV races.
Baller LE - Better than Huntley off the road and may be faster on dirt and sand based races.
Compacts
Rhapsody - Fastest compact though a Panto seems quite close to it and is sometimes preferred.
Motorcycles
Bati 801 - The fastest bike (not top speed) however others such as the Akuma are very viable options.
Vans:
Gang Burrito - The best van to use. This class is only accessible in races with 'large' starting grid type.
